Boobie Ike
A Vice City name who converted a street reputation into a legitimate portfolio: property, a strip club and a recording studio.

Boobie Ike is the version of success Grand Theft Auto keeps circling: somebody who came up in the streets and turned it into things with paperwork. Real estate, a strip club and a recording studio, all legitimate on the surface.
The portfolio is the character
Look at what he chose to buy. Property is the safest money in Florida and the least interesting. The other two are cash businesses in industries where reputation transfers directly from the life he came out of. A club and a studio are not passive investments. They are places where the people he used to work with have a reason to keep showing up, which means he has not really left, he has changed the address.
That tension is the whole point of the character. He has done the thing everyone in these stories says they want to do, and it has not put any distance between him and the business.

The connections
The studio ties him to Dre'Quan Priest and the music side of the story, which is where Real Dimez come in. Reporting on the Extended Look also places Raymond's drug production as supplying his club, which is where the legitimate portfolio stops being legitimate.
So he is connected to the music economy through the studio and to the drug economy through the club, using the same building type for both. In a game about modern Florida money, that is an efficient piece of design.

Billing
He appears on the official cover art collage alongside Jason, Lucia and Raul Bautista. Rockstar does not put minor characters on the box. That placement is the strongest available signal that he carries a substantial part of the story rather than a strand of it.
What is not known
How he meets Jason and Lucia, whether he is an employer, a target or both, and what he wants have not been shown. His voice actor has not been confirmed, since no cast list exists.
