Raymond runs drug production for San4San, and his product feeds Boobie Ike's club. He is the meeting Jason and Lucia are heading to when the Extended Look opens.
The phone call
It goes wrong immediately. A man named Ernesto calls to warn him that friends of his in the police are on their way, which is a warning and a confession in the same breath. You cannot know that police are coming, and be able to describe them as your friends, and be uninvolved.
Rockstar chose to open its longest piece of gameplay footage on that call rather than on a car chase, which is a statement of intent about the kind of story this is. The sequence establishes the supply chain, the betrayal and the stakes before anybody has driven anywhere.
Ernesto
Ernesto is the caller. He phones Raymond during the opening sequence to say police are on the way, framed as a favour from somebody with friends in the department. How deliberate the betrayal is, and who he is actually working for, has not been shown, and Rockstar has released nothing about him beyond that scene. He is covered here rather than on a page of his own until there is more.
What the screenshot establishes
The screenshot set shows Raymond mid-call holding a gold-plated rifle, with the character detail Rockstar has been showing off throughout: grills, diamond earrings, heavy chains.
That gold rifle is doing specific work. It says he has money and wants it seen, which is a different kind of criminal from Brian Heder quietly running boats out of a yard in the Keys. The game seems to be drawing a line between old Florida crime that keeps its head down and new Florida crime that posts about it.
Where he sits in the network
He produces for San4San and supplies Boobie Ike's club, which places him between the manufacturing end and the retail end of the story's drug economy. That is a structurally exposed position, and the Extended Look opens by demonstrating exactly how exposed.
What is not known
What San4San is, beyond a name, has not been explained. Neither has Raymond's relationship to Jason and Lucia, or whether he survives the sequence he is introduced in.
