It is a striking admission from a studio that usually says nothing. Taken at face value it means the game is large enough that comprehension of it is distributed across departments rather than held by any individual.
It also quietly explains the delays. A project where no single person holds the whole picture is a project where integration, not creation, is the hard part.

What it means for launch
Games of this scale ship with rough edges in the seams between systems, because the seams are where nobody's ownership is complete. Worth keeping in mind before 19 November, alongside every expectation the last three years of marketing has built.
