Kayaking

Both leads can paddle, together, and Rockstar includes a kayak in a paid edition. That is not an accident.

Kayaking appears in the Extended Look, and reporting describes both Jason and Lucia being able to go out together, which makes it one of the activities that functions as time spent as a couple rather than as a job.

Rockstar also puts a [Crest Kayak](/wiki/vehicles/dinka-enduro) at Jason's safehouse in the Ultimate Edition.

A paid edition containing a kayak tells you something

Bonus content is chosen to be desirable. A supercar and a scoped revolver are obvious. A kayak is a statement that the studio expects people to spend time on the water for no reason at all, and thinks that is a selling point.

Red Dead Redemption 2 built a great deal of its reputation on exactly this: activities with no criminal purpose, no payout and no progression, which is why people describe living in that world rather than playing it.

The relationship angle

Grand Theft Auto 6 is built around two leads whose relationship is a tracked system, with a heart sitting between them on the character switch wheel. Reporting describes texting, dates and time spent together as shifting where they stand.

An activity both characters do simultaneously, slowly, facing the same direction, is a strange thing for this series to build unless it feeds that. No previous Grand Theft Auto has had a two-person vehicle whose entire point is the two people in it.

Where it works

The rivers of Mount Kalaga, the shallow wetland of Grassrivers, and the sheltered water of the Keys. All three are places a powerboat either cannot go or would be absurd.

What is not known

Whether kayaks are found in the world or only owned, whether the two-up paddling is a scripted moment or a free-roam option, and whether it feeds the relationship system in any measurable way.
