Two curved waterfront towers in Vice City, with a third under construction behind them.
The Pagasi residences are a pair of curved waterfront towers that have been sitting in the background of Vice City shots for a long time. The Vice City 10 screenshot is the first clean look at them.
The rooftop terrace appeared briefly at the end of the Extended Look, and a third tower appears to be going up behind the existing pair.
Why a building gets its own page
Most towers in a Grand Theft Auto skyline are geometry. This one has been identifiable across multiple pieces of official material over a period of years, which is a different thing. When the same distinctive silhouette keeps appearing in shots taken from different positions it becomes a fixed point, and fixed points are what the community mapping effort uses to work out where the camera was standing.
A pair of curved towers with a third going up behind them is about as useful a landmark as that process can ask for.
The real-world type
Curved waterfront residential towers are the defining Miami building of the last two decades. The city's skyline was substantially rebuilt through the 2000s and 2010s by exactly this: glass condominium blocks on the water, frequently built in matched pairs or trios by the same developer, and very often with a third phase going up while the first two are still selling.
Rockstar showing a third tower behind the finished pair is a precise observation about how that construction actually works. These developments are almost never finished. There is always another phase.
The rooftop
The terrace appearing at the close of the Extended Look is the most interesting detail here, because Rockstar does not usually show an interior space it has no plans for. Grand Theft Auto V made a great deal out of high-end apartments, first in the story and then far more extensively in its online mode.
What is not known
Whether any of it is enterable, let alone ownable, is unconfirmed. The name has not been explained, no district has been attached to it, and the third tower may be permanent scenery rather than anything that completes.
