Sara's Salon
Hair, photographed as an appointment rather than a menu. Three images and no explanation.
Sara's Salon appears three times in Rockstar's Ultimate Edition material: a couple outside the shopfront, a man with a finished cut, and a client in the chair mid-appointment with a stylist working behind her.
The name is doing something
Most businesses Rockstar invents are puns, brands, or both at once. This one is named after a person, which is how independent salons are actually named, and which quietly implies somebody runs it.
Rockstar has not said who Sara is, whether she appears, or whether she is a character at all rather than a name on a window. It is worth noting precisely because it is the kind of detail this studio usually follows through on.
Why it is shown on Lucia
Lucia's screenshots carry most of the game's appearance work. Across the official set her hair changes repeatedly, along with piercings, jewellery and tattoo work.
Rockstar has historically demonstrated customisation on whichever character has the most looks, and here that is unambiguously Lucia. That is worth stating because it also indicates the system is not an afterthought bolted onto a male protagonist.
Barbers in the series
San Andreas made you drive to a barber and pick from a board, and what you picked fed a tracked statistic: hair and clothing both counted toward CJ's respect and sex appeal, so the shop was wired into the game's numbers rather than sitting beside them.
Grand Theft Auto V kept the shops and dropped the statistic. You still drove to a barber, but the haircut was yours to like or not, with nothing downstream of it. Grand Theft Auto Online went further again and collapsed most appearance work into interfaces you could open from anywhere.
Naming a salon, photographing an appointment in progress, and putting a stylist in the frame with her hands in somebody's hair is a step back toward the San Andreas approach, where the place was part of the point.
The layer it belongs to
Hair is one of four appearance systems Rockstar has now shown: tattoos, clothing, the gym and diet system that changes body shape over time, and this one.
Building all four at once is expensive, because each has to work on top of the others. A haircut has to sit correctly on a body whose weight is variable, for two characters, under every lighting condition in the game, and it has to keep sitting correctly while the body changes underneath it.
There is also the evidence system to consider, in which witnesses describe what they saw and the police match it against you. A game where your appearance is evidence is a game where changing it has a use beyond vanity, and a salon is one of the few places you can. Rockstar has not connected those two out loud, and it would be a mistake to assume it has.
What is not known
Almost everything. Rockstar has not described the options, said whether both characters use it, placed it in a district, or confirmed that changing your hair does anything at all beyond changing your hair.
